As issuer for VRE it completed a sale of 30-year revenue bonds backed by Commuter Rail Operating and Capital Fund regional fuels tax revenues in June 2022; about $119 million of net proceeds were transferred to VPRA in July 2022 to assist the Commonwealth's purchase of right of way from CSX Transportation, and the bonds carry flat annual debt service of $7.5 million. It does not buy rail construction itself.
