How the United Kingdom rail and metro market works

Great Britain's railway is publicly owned infrastructure (Network Rail, an arm's-length body of the DfT since 2014) regulated by the independent ORR, with passenger operations returning to public ownership as contracts expire under the 2024 Act and a directing mind — Great British Railways — being created by the Railways Bill. HS2 Ltd delivers the new line for the DfT. Scotland and Wales fund and specify their own railways (Transport Scotland, Transport for Wales); London and the city regions run their own systems (TfL, Nexus, SPT). Northern Ireland is a separate, integrated system (Translink under DfI). Trains are owned by three private lessors and built by Alstom, Siemens, Hitachi, CAF and Stadler in British plants; Network Rail buys through five-year control-period frameworks.
