TransLink’s 2025 Statutory Annual Report, tabled with the March 2026 board package, lists the facility under "Projects Not Initiated" and gives the authority’s own reason, verbatim: "Project initiation was deferred due to continued refinement of scope requirements and uncertainty in business case submission." The same package records spend in calendar 2025 against the amount planned, with an underspend reported, and the year-end report attributes it to the same cause. A site in Surrey was selected in 2023; during 2025 TransLink advanced site readiness planning and a draft business case with provincial partners. No solicitation for the facility is advertised.
